Tencent Contracts Offshore Oracle Data Center Chips to Circumvent Export Bans

Tencent signed a reported seven billion dollar lease for compute power housed in Oracle data centers located in Southeast Asia. The offshore cloud arrangement provides legal access to advanced American processors that US export laws prohibit selling directly to Chinese buyers.
